Perfect spot for this can be in Settings > Account > Privacy. Would be a nice idea for those clipping to send to friends. And can encourage more followers.

Interesting idea. There is actually a work arround with unlisted clips, only difference from what you ask is that unlisted still needs a link to be shared.
