AV1 Encoding#2648

Add AV1 encoding support. All 3 GPU vendors have had support for AV1 encoding for over 2 years now. YouTube, Twitch, OBS, XSplit all have support for it. Medal is absent. It’s a royalty free codec thats superior to H264 and H265. Please just add it
