Remove Recording Announcer#1670

Remove the recording announcer it is not needed. If you play oldschool runescape everytime you go in/out of your game window it says recording/stopped recording very annoying because you have to disable all sounds in order to turn it off and i like the clip dink i get when i press f8 to record clips.
