Allow 2 Minute Public Uploads#566

I’d love to be able to upload video that are less than 2 minutes and have them go totally public (show up on non-followers feeds). One minute is a bit short for montages or even quick informational content. I think this would be a perfect happy medium ot prevent super long videos but also allow videos with some nice editing to be on Medal.
