Add CQP rate control as extra option instead of just CBR#4224

This would increase the clip quality even more and make “visually lossless” for clips, for the people that chase the best looking quality with the same performance of CBR while having the comfort options of using medal. Maybe as an “advanced” option for users that know about what they are doing.
